(Chicago, IL - September 17, 2001) -- Publisafe [DSD at the time of the acquisition, now d.b.a. Publisafe] announced today that it has acquired the assets of Lucent Technologies' 911 Data Systems business. The 911 Data Systems business provides Computer-Aid Dispatch (CAD) software and Records Management System (RMS) software. Such systems enable police, fire and other public safety organizations to respond rapidly and reliably to 911 and other urgent telephone calls for assistance.

For the past two years, Publisafe, a software development firm headquarted in Chicago, has supported Lucent's development of CAD and RMS software. CAD software allows a public safety telecommunicator to recommend the appropriate units for an emergency call. The telecommunicator is supported by an on screen map along with information about the emergency response units available including their special skills and equipment. RMS software enables public safety organizations to keep careful and comprehensive records about incidents and arrests for the analysis and reporting both locally and on the state and federal level.

(Chicago, IL) April 8, 2016, — Publisafe announces the release of PubliCam, a private security camera registration application. PubliCam assists Police Departments in investigating incidents, helps to deter crime and promotes community involvement.

Recent proliferation of private security cameras represents an important public safety development, creating an additional source of visual information. Many communities recognize the potential benefits of recordings made by private cameras, as they can help local Police Departments with investigations. Consequently, local PDs are setting up databases of private security cameras and Police Departments from California to Pennsylvania report positive results, both in terms of crimes being solved and the deterrent these programs play within their communities.

PubliCam is a joint public-private initiative program that encourages citizens to register their security cameras with the local police. When a crime has been committed, Publicam serves as a visual, map-based tool for police to identify the registered cameras in the proximity of the event and assists the police in requesting copies of camera recordings from the camera owners. The program is strictly voluntary and the police do not have access to live camera feeds. PubliCam is also a powerful and convenient communication tool: it allows the Police to send emails and/or text messages to camera owners. Police can select an individual owner, or a group of owners from a particular area on the map, and send them messages without leaving the map. Messages to all owner could be sent as well.

PubliCam, which is a mobile-friendly application, allows registrants to place security cameras in their exact location using a detailed local map. This makes the location more precise, and more useful for the police, than just supplying an address. Camera owners provide other pertinent information about their cameras and the contact information. This information is stored in secure databases; only the police have password-protected access.

PubliCam is a cloud-based app which is supported and maintained by Publisafe.

Although in many cities police have access to public cameras, there are many more private cameras that could be a crucial crime fighting tool but are usually out of reach to the police. Access to real-time video feeds from these private cameras could be imperative to planning police operations and protecting officers. The main obstacle to private camera access is the issue of camera owner privacy. PubliCam Streaming addresses this hurdle with a new and innovative approach, which allows police to gain access to critical information while still allowing the camera owners to maintain control over their equipment and ensuring their privacy.

PubliCam Streaming is a joint public-private initiative program that encourages citizens to register their security or surveillance cameras with local police. Its cloud-based software transmits video feeds from registered cameras to the police, but only upon police request once an incident is reported. At all other times video acquisition by police is prohibited and the owner can verify that cameras are not being accessed.

When police receive a 911 call or are otherwise notified, the address of an incident is entered into the system, which allows PubliCam to locate registered cameras within a certain radius of the incident. PubliCam then acquires the video feed from those cameras, processes it and delivers it to the police command center using a web-based app. Camera owners are alerted to the fact that video feed is being transmitted to the police in real time and can terminate it if access is unwarranted. The owner is also notified of the name of the officer who initiated the access. The video acquisition process is halted by police once the operation is over, or after a predetermined period. As soon as access to the cameras has been terminated, the owner receives another message, with a termination timestamp.
